Level 3 sex offender who registered on Big Valley now ‘transient’

A community notification meeting scheduled for Feb. 6 in the Poulsbo Fire State is cancelled.

POULSBO — Dwayne Allen Hartley changed his residency status from Big Valley Road to “transient” with the Kitsap County Sheriff’s Office Feb. 4.

Hartley, a 44-year-old Level 3 sex offender, originally registered his residence in the 27000 block of Big Valley Road NE. A community notification meeting scheduled for Feb. 6 in the Poulsbo Fire State is cancelled — a sheriff’s detective will be at the station to advise of Hartley’s changed residency status.

Hartley will reside in the South Kitsap area, and must report to the sheriff’s office weekly.

Deputy Scott Wilson, spokesman for the sheriff’s office, did not know why Hartley opted out of North Kitsap.

“I wasn’t told,” he said. “Don’t know if he couldn’t fulfill his obligation for rent, or changed his mind not to live in NK.”

The decision for a sex offender “does happen,” Wilson said.

Hartley’s convictions occurred in Oregon, where he was assessed as a predatory sex offender.

Hartley was convicted of first-degree rape and three counts of sodomy in the first degree in 1994, according to documents from the sheriff’s office. Hartley abducted and assaulted a 17-year-old girl.

Hartley’s juvenile convictions include second-degree sexual abuse and attempted first-degree rape. Hartley has been convicted of burglary, criminal mischief, drug offenses and assault of a public officer.

Hartley is 5 feet 8 inches tall, and weighs 210 pounds. He has brown hair and hazel eyes.

If Hartley does establish residency, a community notification meeting will be scheduled.
