Charles W. Elliott, a 42-year-old level 3 sex offender, plans to start living in the 800 block of Division Street, in Port Orchard.

Elliot will live near a Jr. High bus stop and a park.

“He has no kids that we’re aware of,” said Doug Dillard, a detective for the Kitsap County Sheriff’s Office. “If he’s over by the playground, he’s got no reason to be there.”

On June 12, 2001, Elliot was convicted of First Degree Child Molestation for assaulting a juvenile female not related to him.

That incident earned him a Level II sex offender score, but because he voluntarily disclosed numerous other victims, an End of Sentence Review Committee raised his status to Level III, the level with the highest potential to re-offend.

They said that this was “due to the extreme number of victims, both familial and non-familial, over an extensive period of time.”

Elliot has molested victims in a variety of ages, and both genders.

“This type of person, if they get the opportunity to re-offend, they’ll re-offend,” without much caring if it’s their standard “type” of victim, said Dillard.

Elliott is generally allowed to be in public city parks, although he may be prevented from being at a business or school.

“Any school can trespass him,” said Dillard. “Any business can trespass him. The city’s not going to trespass him unless he does something wrong.”

Elliott is white with red hair and hazel eyes. He’s 5 feet, 10 inches tall and weighs 200 pounds.

If something seems wrong, it probably is, Dillard said.

“Don’t be afraid to call 911,” he said. “That’s what it’s there for. That’s why you pay your taxes.”
