The Port was incorporated in 1913 by a vote of the citizens of the City of Bremerton and is the fourth oldest port district in the state. A special election allowed for the City of Bremerton to turn over its municipal wharf to the Port of Bremerton. In later years, voters extended district boundaries to include more of Bremerton, Port Orchard and portions of South Kitsap and Seabeck.
