POULSBO — Police say a North Kitsap High School student “had the capacity” to carry out a shooting threat. Two schools were locked down after a man allegedly threatened to kill his wife, a school employee. The North Kitsap School District is involved in a new cooperative designed to enhance school safety and emergency response.
