In response to Ms. Williams’s letter to the editor (NK Herald Sept. 18) please allow me to state the facts about the new City Hall project and clear up any misconceptions or misinformation surrounding the project budget and timeline. The total project budget is $15.8 million, which includes land acquisition, design, contract management, construction, furniture and contingencies. The bottom line of the construction budget, $10,288,094 (which includes the building, the site development, the furniture, fixtures and equipment, plus sales tax), is the bottom line and cannot be changed without the knowledge and approval of the city council. As mayor I have limited authority where finances are concerned and, in fact, on this project, I am limited to $5,000. The city council would have to authorize any changes to the project which could result in spending above the budgeted amount.

In fact, public record shows that the City saved $1.3 million, or 14 percent, over the estimate (see articles in Kitsap Sun and North Kitsap Herald dated April 23).

In fact, the city realized a $500,000 dollar savings through the excavation contract last year. In fact, the construction project was awarded to JTM requiring a 420-day completion schedule by the end of July 2010.

In fact, the contractor is estimating completion by the end of May resulting in completion almost two months ahead of schedule.

I do not see why anyone would say the project may cost ‘millions’ more other than to cause confusion. In fact, the city is doing a great job of managing the largest construction project in its history.
