The former treasurer of Jackson Park Elementary School’s PTA has been charged with theft for allegedly embezzling more than $18,000.

Tammy Ann Barnett, 32, of the Jackson Park community in west Bremerton, is accused of writing checks to herself from the PTA’s account between August 2009 and the beginning of this year, according to court documents.

Barnett, who was charged with first-degree theft in Kitsap District Court March 8, is also accused of filing false documents during a January audit of records, court documents said.

Amy Barkley, PTA president, said the money was intended to be spent on reading awards, a sixth-grade graduation ceremony, a book fair and a yearbook.

Barkley said the association’s account has been virtually depleted.

“For now everything is suspended, we just don’t have the money,” she said.

The book fair was canceled at the last minute, Barkley said, but yearbooks have already been ordered.

“The only thing we can do before the end of the year, as it stands right now, hopefully, is get money together to get a yearbook,” she said. The yearbook order amounts to about $2,000, she said.

Barnett, whose phone number is not listed, began her term as a PTA officer at the beginning of the school year, Barkley said.

In February, after a $1,800 check made out of the Central Kitsap School District bounced, Barnett told other members of the association she had used the money for personal use, according to the documents.

Barnett also allegedly turned over check stubs, account information and an itemized list of checks she had written including those made out to herself and “petty cash,” which she took for personal use.

Because the alleged theft took place in Jackson Park, the Naval Criminal Investigative Service conducted the investigation.
