Sidewalks for State Route 104? | KCAC | September

The following is a summary of notes from the Aug. 4 meeting of the Kingston Citizen Advisory Council. KCAC is seeking a secretary, contact gregoryplatz@hotmail.com for information.

Sidewalk project

Greg Cioc of Kitsap County Public Works gave a presentation on a grant proposal to install a sidewalk along Kola Kole Park, from Oak Table to West Kingston Road. It is a $200,000 grant with a requirement for an equal match from the county. The project is in the state right-of-way the highway. The traffic lane would stay the same. There would be a five foot shoulder with a vertical curb to the sidewalk.

Public Works should know in November whether the grant will be awarded. Construction would probably begin in 2012.

The general consensus was positive from KCAC.Credit was given to Laurie Lawson for spearheading the idea.

Stormwater update

The county’s Chris Mays said the Stormwater department is looking to retrofit Kingston stormwater systems in some areas. The staff is looking for a consultant to help with process and want KCAC representatives to help with selection and once research work begins.

The end result will be to come up with ideas that fit with streetscapes and decide on five to 10 pilot projects.

Code review

Jeff Smith of the Department of Community Development is taking over for Pete Sullivan as liaison to KCAC.

The Master Plan Sub-committee met twice to review the use table. The goal is to get the Downtown Kingston Master Plan Use Tables document to KCAC in September.

DCD is studying buildable land analysis to figure out possible parking demand. This data will be compared to Edmonds and Winslow. The department wants to figure out what the parking requirements will be in Kingston with a 20 year build out. Council members voiced concern about using current county standards for Kingston.

Committee reports

Parks and Open space—The Port of Kingston has donated 60-foot gangways for use as bridges on trails. The south entry connector from White Horse has been graveled in thanks to the work of volunteers and Rick Lanning’s machinery.

A connection from the 4th Ave trail to the P.U.D. has been opened between Illinois and Pennsylvania Avenues.

Community reports

Friends of the Library—Held perhaps its most successful book sale in July.

Schools— The first day of school is Sept. 1. The school district is looking to fill citizen committees, including pool, budget and facilities.

Chamber of Commerce — Membership is growing and so is interest in Kingston.

Carpenter Lake/Creek— The bridge project is moving through the county system. Bidding is expected to happen over the winter.

Kingston Stakeholders — The Stakeholders recently completed a Kingston Directory kiosk on the corner of State Route 104 and Ohio Ave.

The next meeting of KCAC will be at 7 p.m. Sept. 1 in the NKF&R station on Miller Bay Road.
