A Manchester port commissioner entered a “pretrial diversion agreement” with Kitsap County prosecutors concerning charges of unlawful hydraulic project activities for allegedly anchoring a log on a beach.

Under the agreement, James R. Strode must pay a $600 fine and meet other court conditions for charges can be dismissed in six months. During the six-month probation, Strode must avoid criminal violations and refrain from work on or near the shoreline.

The Department of Fish and Wildlife cited Strode for failing to obtain a hydraulic project permit in December and in February he was charged.

Fish and Wildlife officials reported the Port of Manchester secured hydraulic project approval which allows for maintenance in and around the shoreline. The permit, good for five years, applied only to existing structures

Under court conditions, Strode cannot work on the beach.
