PORT ORCHARD — A Bremerton man who allegedly was attempting to flee town after agreeing to meet with authorities following his initial apprehension was arrested again and charged with possession with intent to manufacture or deliver.

Charles Finley, 54, was initially arrested in the Winco parking lot on Kitsap Way at 3:20 a.m. on July 18 after police responded to a report of an “angry” man who was “carrying a black handgun.”

During the course of an investigation, officers say they discovered and seized baggies containing 256 grams of meth and 4.6 grams of heroin, as well as a digital scale, $1,330 in cash, a ledger with “names and amounts” among other items.

In the certificate of probable cause, authorities questioned Finley and the woman that was with him during the time of the arrest. Officers reported that Finley allegedly admitted to selling narcotics, “but insisted he was not a ‘dealer.’”

Investigators allowed the two to leave as they had agreed to return the next day, Thursday. After rescheduling for Friday, officers learned the pair were allegedly going to leave town.

Finley was arrested again at approximately 12:30 p.m. on July 20 on Wheaton Way. Officers reported they had found 8.9 grams of meth, $10,329 in cash and a bank withdrawal slip on his person.
