Due to inclement weather, phase two of the Ridgetop Boulevard Project has been placed under an indefinite winter weather suspension.

Phase two, which goes from Quail Run Drive to Pinnacle Court NW, will install Bioretention cells in the medians, upgrade the stormwater conveyance system, continue a 10-foot sidewalk on the east side of Ridgetop Blvd., and improve pedestrian crossing, according to Kitsap County Public Works’ website.

The project will also install full-sized single-lane roundabouts at Quail Run Drive, NW Timber Shadow Court, NW Thornwood Circle, and Pinnacle Circle, as well as new street lighting. Crews will resume work once the rain and snow, which is forecast for next week, subsides.

Phase one of the project was completed back in June of 2019, along Waaga Way [SR 303] to Quail Run Drive. Phase three of the project is currently unfunded but will run from Pinnacle Court NW to Silverdale Way NW.

According to KCPW’s website, the three-phase project improves stormwater features to improve water quality, which flows to the adjacent salmon streams — Clear Creek and Barker Creek — along with replacing existing storm systems. Traffic and pedestrian safety improvements are also part of the project, along with an additional southbound lane from Boardwalk Place NW, constructed in phase one.

The estimated funding for phases one and two is $10.4 million. KCPW Roads will pay for the bulk of it at $4.748 million, while the Department of Ecology will pay for $2.55 million and KCPW Stormwater will pay for $2 million. The Puget Sound Regional Council will pay for the rest of the project at $1.18 million.
