Charges were filed July 30 in Kitsap County District Court against three Mason County men and a Port Orchard man in connection with a stolen gun, high-speed car chase and gun fire Monday in South Kitsap.

First-degree assault charges were filed against Kevin Jules Davies, 22, of Belfair, while his brother, Steven Ellis, 29, also of Belfair, was charged with second-degree assault.

Matthew Douglas Bourboulis, 22, of Port Orchard, was charged with first-degree assault and unlawful possession of a firearm.

Wayne Thomas Shattan, 30, of Belfair, was charged with second-degree unlawful possession of a firearm.

According to charging papers, the incident began at a trailer park on Carl Pickle Drive near the Lund Avenue Bridge.

Davies told investigators his Springfield Armory XD-9 semi-automatic pistol was stolen and he discovered Bourboulis had the gun and was attempting to sell it. Davies said two of his friends — Shattan and a 19-year-old Seabeck man — helped set up a sting with Bourboulis so Davies could get his gun back. Shattan and the 19-year-old met Bourboulis at a home on Carl Pickle Road.

The 19-year-old was sitting on the passenger side of Bourboulis’s truck when Davies and Ellis arrived in a Kia car to block Bourboulis from leaving. Davies jumped out of the car and pointed a loaded .45-caliber Glock handgun at Bourboulis, court documents stated.

Bourboulis left with the 19-year-old in the truck, who tried to grab the keys from the truck’s ignition. The driver pointed the stolen gun at the man, but he grabbed the truck’s shifter and slammed it into park as he jumped out.

The brothers followed Bourboulis down Lund Avenue, then across the Rite-Aid parking lot onto Bethel Avenue. The chase went along Salmonberry, Piperberry and Ramsey streets before heading south on Bethel and west on Sedgwick to a home on Geiger Road, Schuster noted.

“At that time of day, it’s amazing no one was hurt or shot,” Schuster said.

Court documents stated the Kia rammed the driver’s side of Bourdoulis’ truck, then Ellis exited the car and punched Bourboulis several times. Davies got out of of the vehicle and pointed his handgun at Bourboulis, who had the stolen gun in his hand. Davies told Bourboulis, “I’m going to shoot you.”

Ellis knocked the gun from Bourboulis’ hand and it fell to the truck floor.

Davies told investigators he fired a shot into the truck’s rear tire, then reached inside the truck and grabbed the stolen gun. He said he pointed both guns at Bourboulis, telling him to stop.

Bourboulis sped away from the scene, but Ellis rammed his truck a second time and followed him. As Bourboulis approached Sedgwick Road from Geiger, Ellis hit the truck again on the passenger side.

Port Orchard police and sheriff’s deputies arrived at the scene at about 1:13 p.m. and apprehended the men without resistance.

Schuster said all the men — except the original gun owner — were convicted felons.

“Convicted felons cannot have possession of firearms,” Schuster said. “All the guys were handling the gun at one time or another.”

Schuster said five Kitsap County Sheriff’s deputies assisted his officers in the investigation and arrests. All suspects were booked into the Kitsap County Jail under various charges.

The 19-year-old man was question and released, Schuster said.
