The phrase “scratch and win” could soon turn into scratch, win and build if the Legislature approves using lottery revenue to fund construction within school districts.
The state Senate Energy, Natural Resources and Marine Waters Committee on Jan. 9 voted unanimously to refer a bill to the Ways and Means Committee that would make the Discover Pass transferable between two vehicles.
