Double-negative in Henden’s signs

I was always taught that a double negative is equivalent to a positive, both mathematically and grammatically. Thus, may I assume that Mr. Henden now favors the income tax, since he is negating the no-tax message?

We noticed many of Scott Henden’s signs now use the tagline “No state income tax” with the circle-slash that denotes “No” or “Do Not.”

This is a remarkable change in thinking, and I would be very interested in his proposals on rates of taxation, and what other state taxes he proposes to eliminate, since I assume he wishes to be revenue-neutral.
