A transient sits in the Kitsap County Jail under a $1 million bail in connection with a Nov. 27 domestic violence incident in South Kitsap.

Randy Raymond Lightfoot, 41, was charged Monday with first-degree burglary and second-degree assault in Kitsap County District Court.

Charging papers stated that Kitsap County Sheriff’s Office deputies, along with Port Orchard police, responded about 5:44 p.m. to a home in the 2200 block of Eisenhower Avenue SE. Frantic 911 calls reported a man forced his way inside of a townhouse and was holding a woman down on the floor while holding a knife to her throat. When deputies and officers arrived they learned that the male and female victim were an estranged married couple.

Deputy Scott Wilson, KCSO spokesman, said patrol units were on-scene within three minutes to deal with a chaotic scene and trying to clear several emotionally upset people away from the house.

“We were trying to assess the situation, maintain safety and take immediate action to stop further violence and prevent additional harm,” Wilson said.

Court documents stated that officers found Lightfoot kneeling on the floor, positioned on top of the victim, holding her against a chair and striking at her with the box cutter.

“The woman was trying to fight-off her husband, holding his knife hand to keep the sharp-edged weapon away from her,” Wilson said. “It appeared the suspect had managed to cut away most of the victim’s clothing. There was a significant amount of blood covering the scene.”

With Lightfoot at gunpoint, Wilson said officers verbally commanded the man to drop the knife.

“The male responded by trying to draw his wife in closer as a barrier shield, but she was successful in pushing away from him,” Wilson said.

The man did not comply with further commands, but did drop the box cutter. He repeatedly failed to comply with follow-on commands concerning arrest procedures. Officers used a Taser to subdue Lightfoot, Wilson reported.

Lightfoot was treated for minor injuries at the scene by South Kitsap Fire and Rescue medic and transported the victim to Harrison Medical Center in Bremerton for evaluation and treatment of her injuries caused by the attack.
