Bremerton mayor sets priorities for 2025

Bremerton Mayor Greg Wheeler recently announced a long list of initiatives for 2025.

“The initiatives have been published since my first year in office in 2018, and my focus remains to sustain economic growth and the quality of life of our residents,” Wheeler says in a news release.

Some of them include:

Housing and commercial development: Support revitalization projects and capital facility investments, especially in commercial centers such as Harrison Heights, Wheaton Way, Charleston, Manette and downtown; develop an anti-displacement law to assist those impacted by new development; support construction of 2,000 dwelling units and 500,000 square feet of commercial space

Code enforcement: Work on strategies to assist tenants living in substandard housing units; continue court-appointed receiver and abatement programs to clean up nuisance property

Affordable housing: Continue funding Rental Assistance program to provide eviction assistance that helps working low-income residents and seniors; continue additional $100,000 of assistance to city’s weatherization and minor home repair program; partner with housing agencies in development or acquisition of affordable housing; move forward on Accessory Dwelling Unit program to add to housing.

Homelessness: Support shelter options that balance needs of city neighborhoods and homeless community; partner with Peninsula Community Health Services medical respite care facility and transitional housing; support Stand By Me coordinated healthcare and services program for homeless and at-risk individuals

Kitsap Lake: Begin construction of stormwater treatment facilities on four outfalls that discharge into lake; complete installation of stormwater treatment.

Park upgrades: Complete Kitsap Lake Park renovations and apply for funding to complete park playground; complete 90% of design for Pendergast Regional Park field improvements; begin Phase II of Gold Mountain Cascade Course redesign; coordinate permanent installation of submarine sail from retired USS Bremerton in the Bremerton gateway; identify property for dog park

Arts: Complete construction of Quincy Square, installation of sculpture and interpretative signage, and begin operations; work with partners and art committees on implementing requirements for Creative District Designation; complete building system and safety improvements to city-owned Admiral Theatre; support Music Discovery Center and black history museum in Quincy Square

Police: Prepare department for large public events and provide training and equipment needed; look for funding sources to add officers; partner with county and others to address crime trends; expand new Block Watch; evaluate and add red light cameras and evaluate and implement speed platforms (automated cameras in school zones)

Fire: Implementation of mobile unit to respond to opioid and mental health incidents; increase public awareness on natural disaster preparation; establish a permanent funding source for fire apparatus

Streets: Finalize approach and implement permanent Streatery program or suitable alternative; complete construction of Washington Avenue and 11th Street roundabout; begin construction of Safe Routes to Schools traffic calming project; begin construction of Pedestrian Safety project (rectangular rapid flashing beacons at eight locations citywide); complete construction of city’s wayfinding signs

Water utilities: Work to bring four replacement water production wells on-line; complete design of Tracyton Beach Road sewer improvement project; complete design of improvements to Eastside Treatment Plant to improve reliability of UV disinfection and related components; complete design on Parish Creek Fish Passage Barrier Removal project

Medical care: Continue partnering with St. Michael Medical Center/Virginia Mason and MultiCare to support healthcare capacity and access; complete freestanding emergency room in Bremerton

Parking: Continue safety and signage improvements to parking facilities, including new stall counting signage in Park Plaza Garage, updates to online mapping systems and review of technologies to improve parking services and availability for residents and visitors; work on continued expansion of smart commuter program, with addition of vanpool and rideshare stalls in city-owned lots and garages; examine cost and benefits of updating residential parking permit zones; add parking reservation service to reserve parking and review expansion of camera enforcement systems

Transportation: Work with Governor’s Office and Kitsap Transit to support temporary expansion of KT fast ferry service until state ferry’s Bremerton-Seattle route is restored; work with lawmakers and regional partners to rebuild Washington State Ferry system; build upon Sunday bus service

Business: Support efforts of businesses to build, grow and create jobs; work with property and building owners to develop office space for Navy contractors working with the Bremerton shipyard; find funding to support businesses, including for small business development center, Mainstreet Association, and entrepreneurship and training program; work to improve Gorst corridor; support development of daycare downtown; and work with Port of Bremerton to analyze economic benefits for expansion of Bremerton Airport
