BREMERTON — Bremerton Police detectives have arrested a suspect in a controlled substance related death which occurred in February of this year.
Dustin Frame, 21, died after Bremerton Fire and Police responded to an address on the 2100 block of 15th Street on Feb. 24, 2016. The initial call was a possible asthma attack. Frame was taken to the hospital, and later died on Feb. 26.
The Kitsap County Coroner’s Office, along with Bremerton Police detectives, has conducted an extensive follow-up investigation, which has indicated that Frame had been injected with a lethal dose of methamphetamine on Feb. 24.
Detectives have established probable cause that the lethal dose of drugs caused the asthma attack, and that there was a delay of several minutes before 911 was called, due to illicit drugs being in the house.
Brandi Bailey, 34, who resides at the home of the original incident, has been arrested and the case will be forwarded to the Kitsap County Prosecutor’s Office for charges of felony controlled substance homicide, which is defined as “unlawfully delivering a controlled substance, which is subsequently used, resulting in the death of the user.” This crime is a Class B felony, punishable by up to 10 years in state prison.
“Everyone needs to be aware that, in addition to the serious health consequences related to drugs like meth and heroin, we will aggressively investigate anyone who delivers these drugs,” said Steve Strachan, Bremerton Police chief, “and when it results in a death, that is a homicide.”
Bailey was jailed, but has now been hospitalized for treatment of a pre-existing health condition. She is under police supervision. Once released from the hospital, she will be jailed on $500,000 bail.
