Council approves contract for final design of Well 10

Councilmembers unanimously approved an agreement with BCH Consultants for the Well 10 final design and construction project for $1.295 million.

After a 30-minute executive session, the Port Orchard City Council took action on two items before entering into a nearly two-hour retreat during the Sept. 9 meeting at City Hall.

Councilmembers unanimously approved an agreement with BCH Consultants for the Well 10 final design and construction project for $1.295 million.

In March, the Public Works Department requested the final design and construction bids for the well project, which is federally funded. The city only received two bids and then sent the project out for another bid in May.

The city received four bids and a selection committee unanimously supported BCH Construction.

The scope of the work of the project will include a water treatment plant for Wells 6 and 10 water supplies, site improvements, raw water main to connect the well to the water treatment site, Well 6 site modifications, treated water main to connect to water treatment site, improvements to the Perry Avenue North Road, stabilization along Perry Avenue North and a section of main along the Sunset Lane Cemetery and access road relocation for the water treatment plant.

In March 2010, the city completed the predesign report for the well and submitted it to the Washington Department of Health, which approved the report.

Well No. 10 was drilled in 2006 to address water supply deficiencies noted in the city’s Water System Plan.

After council approved the agenda, members went into executive session regarding potential acquisition of real estate.

The focus of the executive session is unknown.

During the council retreat, council and staff discussed short- and long-term goals, options and a funding plan for Tremont Avenue, budget process and structuring, and communication and procedures for council committees.

A time for residents’ comments was not placed on the agenda. Only three residents attended the meeting and council retreat.
