KINGSTON — A deputy with the Kitsap County Sheriff’s Office was forced to break the window out of a car in order to take a man into custody, who reportedly would not go cooperatively.

Ronald Allen Hopkins, 52, of Austell, Ga, has been charged with two counts of third degree assault in Kitsap County District Court.

Law enforcement responded to the 25000 block of Ohio Avenue at 5:12 p.m. on

April 22 after local business owners complained of a man using lewd language and scaring employees.

The man allegedly had been parked in his car for approximately two days straight, on the property of a Kingston business.

The property owner requested that law enforcement ask the man to leave, or be arrested for trespassing. But when the deputy and a state trooper approached Hopkins in his car, he allegedly barricaded himself inside, and locked all the doors.

An anti-theft device was attached to the car’s steering wheel, and the keys were in the ignition.

The deputy asked Hopkins to roll down his car window, and Hopkins allegedly refused. The deputy told Hopkins he was on private property and had to leave; if he refused, he would be arrested for trespassing. Hopkins allegedly talked back to the trooper and deputy, swearing at them multiple times, essentially telling them to leave.

The deputy then told Hopkins he was under arrest for trespassing. The deputy allegedly asked Hopkins to exit his car, or else they would force their way in. Hopkins again swore at the deputy, according to a sheriff’s report on the incident.

The deputy then smashed the rear window of Hopkins’ car, reportedly to keep glass from harming the man inside. The deputy reached through the broken window and unlocked the driver’s door. They again asked Hopkins to exit, but he allegedly refused.

The deputy then grabbed Hopkins by the arm to pull him out, but he resisted and began fighting back, grabbing at the deputy’s arms and body.

Hopkins reportedly ripped the deputy’s radio off his uniform and into the car, then began grabbing at the deputy’s belt. The deputy believed that Hopkins was trying to grab his gun, according to the report. The deputy then began punching Hopkins in his face. Hopkins returned the blows with his own.

The deputy was able to reach his pepper spray and  attempted to spray it in Hopkins’ face. Hopkins reportedly was able to twist the spray bottle away from him, causing some of the stinging formula to get into the deputy’s eyes.

The deputy was then able to pull Hopkins from the driver’s seat. The trooper grabbed Hopkins’ legs and the two were able to force him to the ground outside the car.

Law enforcement allegedly found a box cutter in Hopkins’ pocket while searching him. Both the deputy and trooper reportedly suffered cuts to their arms from the broken glass, and bruises on their arms from the struggle.

The encounter with Hopkins lasted approximately 4 minutes, according to the report.

Hopkins is currently in the Kitsap County Jail. Bail has been set at $75,000.
