KINGSTON — Residents can learn about temporary closures of highways 104 and 307, planned this summer when culverts are replaced on Grovers Creek, Dogfish Creek and Gamble Creek between Kingston and Poulsbo.

The Kingston Citizens Advisory Council will host a discussion with staff from the state Department of Transportation and Kitsap County Public Works from 7-8:30 p.m. Dec. 2 in the North Kitsap Fire & Rescue Headquarters Station, 26642 Miller Bay Road NE.

According to WSDOT, the culvert replacements will require total road closures — one week for the State Route 104 culvert at Grovers Creek, and two weeks for the State Route 307 culverts on Dogfish and Gamble creeks.

WSDOT staff met with representatives from the City of Poulsbo and Kitsap County in late October to discuss traffic concerns and detour routes and to identify stakeholders, such as the North Kitsap School District, to include in its public outreach plan.

At the KCAC meeting Dec. 2, residents can provide input, ask questions and learn more details of the project, including impacts on local roads and ferry traffic.

The replacement of culverts under state highways that are inadequate to allow fish to swim upstream is mandated through a federal court injunction issued in 2013. The court found that the State of Washington has a duty to repair or replace culverts that impede salmon migration to keep in compliance with treaty rights of Tribes in northwest Washington.

WSDOT estimates it will correct up to 40 culverts per year statewide through 2030 in order to comply with the injunction.
