A 25-year-old Port Orchard man was charged with first-degree assault after he was arrested March 16 in South Kitsap County.
A first-degree assault with a deadly weapon charge was handed down to Robert Lee Nicoson in Kitsap County District County on March 18, according to court documents. Bail was set at $60,000.
According to charging documents, Kitsap County Sheriff’s Office deputies responded to a road rage incident in progress near Olalla after an 18-year-old female passenger notified law enforcement personnel.
The female and male driver were being pursued by a blue pickup. The truck’s driver rammed the victims’ vehicle twice and followed them closely at a high rate of speed.
The police report stated that a Washington State Patrol trooper stopped the pursuing truck, while the victims’ vehicle parked at a gas station near the intersection of Sedgwick and Jackson.
The trooper advised Nicoson she was traveling 68 mph in a 45-mph speed zone and was approximately 15 feet behind the victims’ vehicle when he was stopped.
Charging papers stated that Nicoson’s truck had fresh damage to the front end that appeared to match damage and paint from the victims’ car. Both victims said they feared their lives were in danger while being chased.
Nicoson and Andrew Charles Gilbertson, 20, of South Colby, were both arrested by deputies and taken to Kitsap County Jail. Gilbertson was charged with fourth-degree assault in District Court. His bail was set at $15,000 and released.
Good intentions led to arrest, charges
A Bremerton man who stole more than $3,500 worth of musical equipment from a Port Orchard home, decided to return the stolen merchandise to the owner after he posted photographs on his Facebook account.
Despite his good intentions, the 18-year-old faces theft charges.
Eric C. Esposito was charged in Kitsap County District Court for second degree theft on March 13.
According to court documents, Port Orchard police were dispatched to the 7500 Hawstone Lane SW for a theft report on Feb. 18. A man reported someone stole five guitars, a pair of amplifiers and several other items.
On March 12, the complainant received an email from Esposito that said he stole the items and wanted to return them. Esposito posted the stole items. He later brought the stolen merchandise to the police department and was arrested.
Charging papers stated Esposito admitted he stole the items, but pawned two amplifiers for $60 and a guitar for $300.
He was booked into the Kitsap County Jail for second degree theft and first degree trafficking stolen property.

March 19
• Paul Eugene Billings, 24, of Poulsbo, was charged with one count of possession of methamphetamine after he was arrested March 18 when he attempted to shoplift several items from the Port Orchard Walmart, charging papers stated. Billings attempted to shoplift three electronic items for the store, but when confronted with loss prevention personnel, he ran away and dropped his backpack. Port Orchard police officers arrived at the scene and found a zip-lock bag that contained a while crystal substance in Billings’ pants pocket. It was later tested as methamphetamine.
March 18
Paul Bryon Twiss, 52, of Port Orchard, was charged with telephone harassment and gross misdemeanor from a May 2011 incident. Charging papers stated Twiss texted his ex-wife 14 times and stated he was going to kill her fiancé. Deputies discovered Twiss had two outstanding warrants for domestic violence assault in Kitsap and Mason counties.
• Michael William Orcutt, 24, of Port Orchard, was charged with possession of methamphetamine after he was arrested March 15 for an outstanding warrant. A search during his arrest, deputies found a glass pipe with white residue, according to court documents. Bail was set at $5,000. Also charged in the same incident was Robert Mark Hoole, 45, of Port Orchard, was charged with possession of methamphetamine. Hoole’s bail was set at $5,000.
• David Raymond Tarver, 55, of Port Orchard, was charged with manufacturing of methamphetamine. Documents stated deputies found a meth lab inside Tarver’s home on March 15. Tarver;s girlfriend, Shelia McClain Hewitt, 41, was charged with delivery of methamphetamine.
• David Mark Jones, 46, of Olalla, was charged with possession of a controlled substance. Deputies responded to a verbal dispute on March 15 at a mobile home park, documents stated.
• Jessica Catherine Erks, 29, of Olalla, was charged with fourth degree assault after she was arrested on March 16 for attacking her mother. Bail was set at $10,000.
March 15
• Khara Bethany Stone, 26, of Silverdale, was charged with possession of heroin after she was arrested March 14 in the 3300 block of Bethel Road SE, court documents stated. Charging papers stated an individual contacted Port Orchard police about a woman sitting in a gray truck with a needle in her hand and her head down. Officers arrived and interviewed Stone. They discovered several needles and a bag with a tin spoon and back residue inside. Document stated Stoner admitted she had been “shooting up heroin” in her vehicle. With assistance from a K-9 unit, officers found a loaded syringe, digital scale, several small bags containing drugs and marijuana, and drug paraphernalia. Bail was set at $7,500.
March 12
• Matthew Ray Sewell, 18, of Spokane, was charged with third degree possession of stolen property, court documents stated. Kitsap County Sheriff’s Office deputies responded to a complaint in the 1400 block of Warner Avenue SE on March 11. The complainant showed deputies someone had broken into a sunroom and various bottles of alcohol. Deputies found a trail and followed it into a wooded area about 100 yards from the victims’s home. They discovered three subjects and a two bags filled with bottles of alcohol.
