BANGOR — KOMO 4 reports that the Defense Department’s Explosives Safety Board refused to give the Navy permission to build a second explosives handling wharf, but the Navy began construction anyway using a maneuver called “secretarial certification” and citing “no new increased risks.”
According to the KOMO 4 report, the board said the new wharf is adjacent to an existing wharf already handling missiles containing enormous explosive power from volatile rocket fuel.
