BREMERTON — A level 3 sex offender has moved to the city of Bremerton, according to a bulletin issued by Bremerton Police Department. He will be located at 900 Washington Ave., where at least seven other sex offenders are also currently living. Level 3 places him in the category of those most likely to re-offend.
Jesse W. Powell is a white male, 44 years old, is 5-foot-7 with receding black hair and hazel eyes. According to official court documents, Powell pleaded guilty in 2009 to third-degree rape in Kitsap County, and pleaded guilty to a charge of indecent liberties in Columbia County.
Additionally, it is a crime to intimidate, threaten or harass an offender with the intent of driving him (or her) away.
In observance of both state law and BPD policy, the police department has no legal authority to direct where a convicted sex offender may or may not live. Powell is constitutionally free to live wherever he chooses. Additionally, it is a crime to intimidate, threaten or harass an offender with the intent of driving him (or her) away.
