The Bremerton City Council has approved a $512,000 contract to kick off sewer improvement designs along Washington Avenue.
The overall project — which will include the design of residential grinder pump stations, gravity sewers, water mains and reconstruction of a portion of Sheldon Boulevard — is projected to cost about $3.5 million.
The project is scheduled for design in 2013 and for Phase 1 construction in 2014. Ultimately the project will remove the gravity sewer service connections from the 40 year old cast iron sewer main located on the beach and provide upland sewer connections for residences.
The project will allow the city to abandon the existing pipe in the beach and eliminate the private laterals that have been a chronic source of failures resulting in numerous sewage discharges into the Port Washington Narrows.
In order to redirect the residential flow the City will install individual grinder pumps for each property and upgrade the downstream piping to accommodate the increase in flow. The project will also upgrade water lines in the project area and result in the reconstruction of a portion of Sheldon Boulevard between Evergreen Park and Pacific Avenue.
Phase 1 construction will address the services located north of the Manette Bridge and Phase 2 will address the services south of the bridge. Phase 2 will be incorporated into the Washington Avenue Street Improvement Project that is planned for construction in 2015 and will ultimately include abandonment of the sewer main and a lift station.
The City was expected to select Parametrix Inc. this week to provide professional design services for the project. The scope includes both design and construction support services. Design services are $316,000 and the construction administration services are $196,000. A phased notice to proceed will be issued with the initial notice approving the design services in 2013.
The city will evaluate staffing resources as the construction window approaches in 2014 and determine whether the construction management will be conducted by Parametrix or in-house staff.
