Palmer recognized by state for environmental advocacy

Joleen Palmer, program director for Stillwaters Environmental Center, Kingston, was one of the recipients of a Citizen Award from the Department of Fish & Wildlife. Joleen has

worked on salmon recovery committees in Kitsap County since

2000. Since 2001, she has supervised trained volunteers to do monthly

water quality monitoring on Carpenter Creek and its estuary. She also

advocated for and helped to supervise extensive restoration in the

watershed, including large projects on the estuarine salt marsh and

estuary. Those projects have involved acquisition of estuarine land

for preservation in open space, placement of large woody debris in the

salt marsh, and, in process, replacement of a 12′ culvert with a 70′

bridge at the mouth of the estuary and creek.
