POULSBO — The Poulsbo City Council unanimously approved an interlocal agreement for prosecution services with the City of Bremerton April 15, and approved Mayor Becky Erickson’s appointment of city risk manager Kylie Purves as city prosecutor, effective May 1.
The agreement is for Bremerton and Poulsbo “to provide each other with occasional support and back-up prosecution services in the cities’ municipal courts,” according to the official agreement contract.
Under the agreement, the cities will not charge each other for services, and each city will remain solely responsible for acts or omissions of its attorneys, according to the motion. The cities will be able to provide each other with “in-court and other necessary prosecution services including but not limited to charging criminal cases, filing necessary motions, and requesting search warrants.”
Prosecutor services will be provided “at the sole discretion of the party receiving the request, based on timing and availability of personnel.”

The contract is for a five-year period beginning May 1, and can be terminated with two weeks’ written notice by either party.
To facilitate the agreement and Purves’ appointment, the City Council unanimously approved the re-delegation of duties and the creation of new city officers.
The council amended Poulsbo Municipal Code 2.08 to reflect recent staff changes, including the division of the public works director’s responsibilities between Public Works Superintendent Dan Wilson and City Engineer Andrzej Kasiniak; the transfer of building official responsibilities from Planning Director Barry Berezowski to Kasiniak; and the creation of the office of city prosecutor.
