POULSBO — Below is a list of actions taken by the Poulsbo City Council at its Sept. 1 meeting:
•Council members unanimously approved a six month renewal of the Donobi, Inc. Master Services Agreement for providing Internet access to Poulsbo’s Wide Area Network.
The WAN, a fiber optic connection between city buildings and to high-speed Internet, is allowed through a 10-year contract between Poulsbo and the Kitsap Public Utilities District made last year. Through the agreement, Poulsbo has use of unlit fiber from the KPUD’s fiber optic backbone and Donobi was the company chosen through a bidding process to “light” the connection.
The new contract with Donobi will cost Poulsbo $1,381. The money will be paid out of the communications account. Mayor Donna Jean Bruce noted that the contract is for only six months because the city is searching for a less costly alternative.
•A public hearing was held and council unanimously approved the six-year Transportation Improvement Program (TIP) schedule for the years 2005-2010.
The planning document, which is updated annually, resembled the previous year’s draft with the exception of: updated cost and date estimates; addition of the Caldart/Lincoln traffic signal project; removal of Caldart Ave. reconstruction; removal of Lincoln Road NE improvements; changed priority.
Despite a handful of comments from citizens, no changes or additions were made to the draft document Wednesday night, however, Councilman Dale Rudolph commented that some of the new ideas are more appropriate to be discussed during this year’s comprehensive plan process.
•Council unanimously agreed to accept the Caldart Cottages Planned Unit Development final plat approval subject to several conditions.
Located at the corner of Lincoln Road and Caldart Avenue, the PUD includes 10 5,000-square-foot lots facing Caldart and 10 1,200-square-foot per story townhomes off a proposed extension of Northeast Mesford Road across Caldart. It was first approved by the city council in January 2003.
The preliminary plat of the development has been constructed and is substantially completed, however, council agreed that the final plat would be approved. The approval’s conditions are: All punchlist items must be completed no later than Sept. 15; No building permits will be issued until the punchlist items are completed to the satisfaction of the engineering department; the two-year maintenance bond period shall be from Sept. 1, 2004 through Sept. 1, 2006; a performance bond for incomplete landscape must be acceptable; and the plat will not be recorded until the applicant provides a signed copy of the approved covenants.
•Council unanimously agreed to appoint Poulsbo resident James Weaver to the Design Review Board. Weaver holds a BS from San Diego State University and a MA in architecture from the New School of Architecture and Design in San Diego, Calif. His work experience includes serving as senior planner for the University of California, San Diego, a coastal planner for the City of San Diego, Calif., an associate land use planner for King County and an urban planner for Bucher, Wilis & Ratliff in Seattle. He holds a LEED accreditation, is a member of the U.S. Green Building Council member and has served in similar community groups like the Wallingford Neighborhood Planning Group.
