Congratulations to new Port of Poulsbo Commissioner Steven Swann, recommended for appointment by the Port Commission and confirmed by the County Commission.

Swann is a lawyer and a resident of Fjord Drive. He’s concerned about derelict vessels. He wants to put his knowledge of law, his experience and his enthusiasm to work for the port district. The last time we saw him, he was wearing a Viking helmet and serving coffee at the Lions Club Pancake Breakfast during Viking Fest; the next time we see him, he will be taking his oath of office. We welcome him and expect that he will be a fine commissioner.

We commend Commission Chairman Antonio DeCarlo for his leadership, his patience and his ability to compromise. Commissioner Jim Rutledge believed that Swann’s appointment had to be made by the County Commission, because more than 90 days had passed since Glenn Gilbert resigned. Rutledge didn’t recognize Arnie Bockus’s appointment in December as legal (Bockus subsequently resigned, in March). DeCarlo didn’t agree, but let Rutledge have his day. In the end, a rough chapter in the port’s history was closed.

Regarding the appointment process, the law was tested and there is now clarity on how the process should be conducted. Now, the commission can turn its full attention to other immediate matters, among them the comprehensive plan update.

We commend the three other qualified applicants for the port commission position. The commission is now recruiting people to serve on the committee to make recommended changes to the comprehensive plan. We hope you and other residents will apply. The comprehensive plan will chart the port’s course for the next six years. It’s a great way to get involved and make a difference.
